Can reimbursements be made to an account in Luxembourg?

Without any problem, you must know the IBAN and BIC accounts. There are no fees to repay your credit from an account in Luxembourg.

Is it possible to take out a mortgage loan to buy a property abroad?

Yes, but on the condition that the bank can take out a mortgage on real estate located in Belgium or Luxembourg.
